Can You Create a GIF with Sound Effects?

No - at least not if you want to keep the GIF format.

The GIF format is a simple image format that does not - and will not - support sound in any capacity. The same applies to other animated image formats like APNG, AVIF and WebP.

If you need to create an animation with sound, you'll have to make a video instead. Formats like .avi, .mp4, or .webm allow for both visual and audio components. Alternatively, you can cheat a little by setting up a web page where a GIF is played simultaneously with an audio file. However, there is no technical way to embed sound directly into a GIF (or similar formats like APNG or WebP) files.
